An Introduction to the Google CMP Partner Program
In 2023, Google introduced a CMP Partner Program. The program presented new consent management requirements for CMPs to get Google certification for serving ads in the European Economic Area (EEA) and the UK. These requirements are related to the updated IAB TCF compliance.
Only Google-certified CMP partners could be used to serve ads. This applies to the following Google products:
- Google AdSense
- Google AdMob
- Google Ad Manager.
CookieScript CMP has fulfilled new IAB TCF requirements and has become a Google-certified CMP. After a successful review and evaluation process, CookieScript CMP is included in Google’s list of Google-certified CMPs and Google’s list of Google Consent Mode integrations.

But this is not enough. Google-certified CMP partners are not equal in quality. Thus, Google recently introduced a new Tiering System for Google-certified CMP partners, that could have a Bronze, Silver, or Gold status.
What Is the New Google Tiering System?
Google has introduced a new Tiering system for CMPs to encourage top-tier customer support. Each CMP was placed in a single tier (Gold, Silver, or Bronze) based on their fulfillment the various criteria. To achieve a tier, a CMP had to satisfy all the requirements associated with that tier, including:
- Consent Mode set-up experience
- Customer support
- Google support
- Consent Mode implementation accuracy
- Vendor Security Assessment (VSA).
Consent Mode set-up experience
This is the most important requirement since it is absolutely necessary to be able to set up Google Consent Mode v2, IAB TCF v2.2, and other features. The set-up should be easy for inexperienced user, allow integrations with CMS, and have guides that inform how to create a Cookie Banner on different platforms that meet technical requirements.
