Google’s New CMP Requirements

Recently, Google launched new consent management requirements for CMPs to get Google certification for serving ads in the European Economic Area (EEA) and UK. Google certification needs an updated IAB TCF compliance. After certification, Google provides accreditations to experts in online advertising, which means that certified CMPs could use Google Ads products.
Publishers must now use a Google-certified Consent Management Platform (CMP) integrated with IAB’s TCF. It means that to advertise with Google, you need a Google-certified CMP. If a CMP is not present in the list of Google-certified CMP, it is not Google-certified, and you can't use Google advertisement products like Google AdSense, Ad Manager, or AdMob.
Google-Certified CMP
On 16 May 2023, Google announced new requirements for CMP partners that serve ads in the EEA or the UK. All partners using Google publisher products (Google AdSense, Ad Manager, or AdMob) will have to use a Google-certified CMP that integrates with the IAB Europe’s Transparency and Consent Framework (TCF) when serving ads to users in the EEA or the UK. The decision follows from IAB Europe’s announcement that TCF V2.2 has been finalized. If a CMP does not have Google AdSense, Ad Manager, or AdMob certifications, you can’t use Google advertisement products using this CMP.
According to Google, certifying IAB TCF compliance “can establish a more unified and reliable approach to transparency and consent” and “will contribute to the ongoing evolution of user privacy and support a more privacy-conscious digital advertising ecosystem”.

Google Consent Mode Certification
This is a second certification by Google, regulating consent management platforms. In 2020, Google launched Google Consent Mode. Google Consent Mode-certified CMP partners are integrated with Consent Mode and Google Tag Manager. Such Google Consent Mode-certified CMPs manage Cookie Consent banners and direct the consent management process by communicating the user cookie preferences to the Google tag via Consent Mode. Then the tag adjusts its behavior accordingly. CookieScript is also Google Consent Mode-certified CMP.
